The Honourable Mr. Justice André des Vignes was today sworn in as a Justice of the Court of Appeal by His Excellency Anthony Thomas Aquinas Carmona O.R.T.T., S.C. President of the Republic of Trinidad & Tobago at the St. Anns’ Office of the President. Mr. Justice des Vignes received his instrument of appointment in the presence of The Honourable the Chief Justice (Ag.), Mr. Justice Allan Mendonça J.A. and members of his family.
Justice Mendonça, in speaking of his colleague noted that Justice des Vignes brings “solid legal experience and the knowledge that goes with it to the Court of Appeal.” He went on to add that Justice des Vignes “is a hard worker, and a good listener. His judgments are thorough, clear, logical and analytical and he has delivered judgments in matters of general public importance. Justice Des Vignes is well respected by his colleagues and members of the bar.” The Acting Chief Justice also noted that Justice des Vignes’ elevation comes at a time when there has been a significant increase in the number of matters cases before the Appeal Court since the 2005 introduction of the Civil Proceedings Rules.
The Honourable Mr. Justice André des Vignes was appointed a Puisne Judge of the Supreme Court of Judicature in April 2009, twenty-nine years after being admitted to the bar. He began his early practice as a Solicitor of the Supreme Court in October 1979 and immediately joined the litigation department of a leading law firm in Port of Spain, Trinidad. During his time at this law firm, he was a solicitor and later (after fusion of the law professions) Advocate Attorney-at-Law in the areas of Civil, Corporate and Commercial Litigation and Industrial Relations. The Honourable Justice of Appeal then opted to open his own Law Chambers in April 1997.
Justice des Vignes is a trained and certified mediator in civil matters and Judicial Settlement Conferencing. The Judiciary benefitted from his considerable experience in these areas during his tenure as Chair of the Alternative Dispute Resolution (ADR) Pilot Project Monitoring Committee from April 2012 to December 2014. He now serves as a member of the ADR Implementation Committee.
In 2013, he became a Fellow of the Chartered Institute of Arbitrators of the United Kingdom and a year later completed training in the Fundamentals of Family and Divorce Mediation. Later, in September 2015, he was certified as a Judicial Trainer by the University College of London Faculty of Law Judicial Institute.
The Judiciary of Trinidad and Tobago extends sincere congratulations to the Honourable Mr. Justice André des Vignes J.A. and wishes him much success in his new appointment.
