About The Judiciary

The Judiciary of the Republic of Trinidad and Tobago, headed by the Chief Justice, comprises the Supreme Court of Judicature and the Magistracy. The Judiciary is the third arm of the State, established by the Constitution to operate independently from the Executive as a forum for the resolution of legal disputes.

Court Protocol and Information Manager

Responsible, professional administrative and supervisory work in planning and directing operations of the Judiciary’s Protocol, Communication and Information Services.

Distinguishing Features of Work

The Court Protocol and Information Manager (CPIM) heads the Court Protocol and Information Unit (CPIU) and is responsible for creating and executing communications strategies that promote public confidence in the Judiciary, support the positioning of the Judiciary as an accountable court system and advance the overall mission of the Institution.  The Manager performs the function of Protocol Officer to The Honourable The Chief Justice and has the ultimate responsibility for the organization and provision of Protocol Services for Judges and Judicial Officers.

The CPIU, under the direction  of the CPIM, co-ordinates the communications, public education, official protocol, media relations and customer service activities of the Judiciary.  In executing these functions, the CPIU engages in a unified approach to shaping public opinion of the Judiciary, utilizes a structured approach to dissemination of information to target publics and enforces observance of best protocol practices in a judicial environment.

Knowledge, Skills and Abilities

  • Track record in formulating and executing Corporate Branding and Imaging strategies;
  • Track record in leading and growing a Corporate Communications, Protocol or Stakeholder Relationship Branding department;
  • Track record in speech writing;
  • Track record in the production of writing complex informational materials;
  • Proven record of piloting campaigns and initiatives targeting internal stakeholders;
  • Knowledge of the Constitution of the Republic of Trinidad and Tobago, the organizational structure of the Government and Public Administration;
  • Knowledge of the responsibilities and the role of the Chief Justice and his relationships with Commonwealth Judicial Heads and organisations;
  • Knowledge of  Judicial Protocol and modern method and techniques of protocol;
  • Functional efficiency  in the principles and practices of official and ceremonial protocol;
  • Skilled in addressing diverse audiences on both a planned and an impromptu basis;
  • Skilled in the packaging of service as a product and the consistent delivery of this product throughout the organization;
  • Persuasive verbal and written skills;
  • Ability to formulate large scale public education campaigns;
  • Ability and commitment to guiding, mentoring and developing staff;
  • Ability to diffuse friction during interactions with hostile or challenging audiences;
  • Ability to drive the branding strategy that will popularize the Judiciary’s customer service model throughout the organization;
  • Must have a high level of energy and drive to be able to maintain priorities   while adjusting to multiple demands and rapid change;
  • Must be prepared for the demand on personal time to attend events with the Chief Justice and coordinate the activities of the Court Protocol and Information Unit;
  • Strong leadership and supervisory ability;
  • Ability to learn and gain knowledge about the Judiciary within the shortest possible time; and
  • Ability to interact effectively with Judges and Judicial Officers, Judiciary persons and other persons on the Table of Precedence.

Minimum Qualifications, Training and Experience

  • An undergraduate Degree in Social Sciences, Humanities, Communications Studies, Mass communications or a related field, together with a Post-graduate Diploma in International Relations;
  • Verbal and written fluency in at least one (1) foreign language;
  •  Five (5) years experience at a senior management level in the field of Public Relations or Diplomacy; and or
  • Any equivalent combination of experience and training.
